
Jozef Kubinec

Jozef Kubinec works as an advisor for the Methodology, Analytics and Innovation Procurement department at the Ministry of Interior of the Slovak Republic. He is a strategic public procurement officer, public buyer, and procurement lawyer with a history of working in government administration.
Jozef is actively implementing public procurement of innovation, professionalisation, and centralisation of public procurement. To enhance the role of public procurement in security R&D, he joined the Expert group of the European Commission – Community of European Research and Innovation for Security (CERIS) and the Sub-group on Strengthened Security Research and Innovation (SSRI), which covers horizontal issues.
He actively participates in several Horizon Europe projects — BORDERFORCE, PROTECT, SHIELD4CROWD, EINSTEIN, PCP WISE and SHIELD PCP — focusing on innovation procurement, defining end-user requirements, and promoting knowledge exchange across domains including civil security, climate services, and border surveillance. He led WP4 ‘Establishing procurement pathways’ in the H2020 project iProcureNet, represented the Slovak Republic as IPNC, and leads the ‘Suppliers and Innovators’ Community Group.
