Mr. Manu Niinioja is a law enforcement and border expert based in Brussels, Belgium, working at Amadeus. With a career beginning in 2001 across the Finnish Police, Finnish Security and Intelligence Service and military, he has extensive experience in combating organized crime and countering terrorism.
He served as the Head Analyst of the Finnish Passenger Information Unit and as an analyst to Europol’s Task Force Travel Intelligence. Globally, he worked with the UNODC led AIRCOP programme, where he led the operational pillar of all UN Countering Terrorist Travel Programme supporting countries in building API and PNR capabilities.
Since joining the private sector in 2022—first at WCC Group and later Amadeus following its acquisition of the Hermes solution—he has focused on providing operational and analytical expertise for passenger targeting and broader border security projects. Besides several certificates on specific aspects of
intelligence collection and analysis, Mr. Niinioja holds a 2024 master’s degree in security and diplomacy, with thesis on using travel related data to detect terrorists, serious criminals, and victims of crime.
