Tony Mihaitoaia has been serving as a Senior Advisor on Border Management and Security at ICMPD since 2018. In this role, he is responsible for the conceptualization, implementation and strategic coordination of Integrated Border Management (IBM) strategies and initiatives. He supports beneficiary countries in identifying border management needs and in developing IBM policies tailored to the national context. His work includes the design of key concepts such as risk analysis, joint mobile teams/operations, contingency planning frameworks, information exchange mechanisms, as part of broader efforts to strengthen inter-agency cooperation and operational capacity at borders.
Tony’s extensive experience includes his service as a Romanian border police officer, where since 1999 he held a variety of roles, from conducting border checks to coordinating activities of the Romanian territorial border police units.
Tony was also Senior Advisor to the EUBAM Head of Mission in Moldova and Ukraine from 2016 to 2018.

Developing cooperation and understanding between customs officers and border agencies is vital for effective border management and security. Agencies need to exchange intelligence regarding potential threats, smuggling activities, and other suspicious behaviours. This includes sharing data on cargo, travellers, and vehicles.
Joint training, operations and inspections will improve effectiveness and working together on risk assessments, to identify high-risk shipments and travellers, will allow for targeted inspections and resource allocation. Identifying key dual-purpose technologies for tracking and monitoring goods and people will enhance efficiency and save money.
Collaborating on policy development will also lead to more effective border management strategies, considering both security needs and trade facilitation.
