Colin had a 30-year career in UK law enforcement with Greater Manchester Police, culminating in his retirement in 2023. As a Detective, he spent 17 years specialising in Modern Slavery and Human Trafficking, playing a pivotal role in victim advocacy and investigations. His expertise included a secondment with a national UK team, where he worked as their victim advocacy specialist, ensuring survivors received the support and justice they deserved from law enforcement. He also spent many years as a sex work SPOC for the force.
Colin was instrumental in developing and delivering Modern Slavery investigator and victim liaison officer training courses across the UK.
His current role is as Head of Global Engagement at Marinus Analytics. Since 2023, he has worked closely with law enforcement agencies and NGOs to optimise the use of technology in the fight against human trafficking.
Colin holds a Master’s degree in Criminal Justice and Crime Control (Contemporary Slavery). His expertise has been sought across Europe, where he has actively participated in expert reflection groups for various anti-slavery projects. In 2025 he was a keynote speaker at the United Nations High-Level Multi-Stakeholder Hearing on Trafficking in Persons in New York.

Additionally, developing comprehensive legal frameworks that address the unique challenges posed by transnational crime is crucial. This includes harmonizing laws across jurisdictions and ensuring that countries are equipped with the necessary resources and training to tackle this complex issue.
Moreover, technology plays a vital role in combatting transnational crime. The use of data analytics, artificial intelligence, and digital forensics can help identify patterns, track illicit activities, and apprehend criminals more efficiently. By fostering a culture of cooperation, enhancing legal measures, and leveraging technological advancements, the global community can better address the challenges posed by transnational crime and work towards a safer, more secure world.
