Lieutenant General Manuel Navarrete Paniagua was appointed as Commander of the Borders and Maritime Police Command, Guardia Civil, in October 2024. He is a high-ranking officer with 45 years of active service and serves as a Deputy Director within Guardia Civil.

As Borders and Maritime Police Commander, he leads and coordinates the Guardia Civil resources and responsibilities in Border Management and border control in particular. With more than 8.500 sworn officers under his command, operating land, maritime and aerial assets and the most advance technology in border surveillance and customs police, assures the best performance on the Guardia Civil responsibilities in Border and Customs Controls and the protection of the Spanish and EU borders.

LTG Navarrete in his current position has been designated by the Spanish Government as the national Coordination Authority for Illegal Immigration Issues.

Prior to this Mr. Manuel Navarrete was, between 2020-2024 the Director of the Spanish Intelligence Center against Terrorism and Organized Crime (CITCO), which is the Fusion Center within Spain’s Ministry of Interior in charge of gathering and analyzing intelligence related to terrorism and organized crime, both domestically and internationally, working closely with Spanish LEA’s to provide a strategic approach to national security.

Before this, he served in EUROPOL (The Hague) for 6 years, most of the time as Head of the EU Counter-terrorism Center. The international appointments of LTG Navarrete also include assignments as Attaché for Security and Liaison Officer of the Spanish Embassy to the USA in Washington DC, EU expert in South Africa or counter-terrorism expert in Europol.

During his long professional carrier within Guardia Civil, Mr Navarrete has occupied different posts always within the Intelligence Branch, serving in different counter-terrorism divisions, both in Regional HQ’s and Central HQ, being Head of different Units and holding several key positions.

LTG Navarrete is a graduate of the Spain’s Military Academy and Guardia Civil Senior Officers Academy during the 80’s, enriching his curriculum with several national and international trainings and certificates, among others being a graduated of the FBI National Academy Program, graduated of the Spanish Defence National School or graduated of the International Studies Society. He is currently a member of the Counter-terrorism Committee of the International Association of Chiefs of Police (IACP).
