Jose Luis Garcia Rivera is Colonel of the Spanish Guardia Civil, who currently holds the position of Director of the Guardia Civil Training Centre, specifically the ‘Duque de Ahumada’ Academy, within the Guardia Civil Training Headquarters. Since 2017, the Training Centre he directs has been fully involved in joint training, initially with the French National Gendarmerie, and its subsequent evolution with the constitution of the so-called G4 Initiative, in which the Carabinieri of Italy, the Guarda Nacional Republicana of Portugal, and the French National Gendarmerie and the Spanish Guardia Civil take part, G-4 POLARIS Project has been promoted at a basic level within the section on joint training and education. Joint training projects are currently being developed and implemented within the scope of the G4 at different training levels.
Mr. Gacía Rivera previously held positions of responsibility related to teaching in the Guardia Civil, having been heavily involved at the European level, through participation in CEPOL.

    Joint training as an area to be considered in the future of international border management for the exchange of knowledge and the construction of common strategies. The G4 Initiative was launch by the Gendarmerie Forces of France, Italy, Portugal and Spain and seeks to strengthen operational cooperation and joint training in border and international security, focusing this model on the development of common capabilities, interoperability and the exchange of experiences to address transnational challenges. The workshop is proposed to focus on describing the aforementioned model in basic G-4 joint training, and its possible replication with international actors and agencies involved in border security. In addition to reflect on how to strengthen trust and mutual understanding between different agencies through joint training.
