Commandant Sailesh Gupta (0429-X) joined the service in 08 Jul 1995. An ACV Pilot, who completed his advanced training at Southampton, UK and was appointed as Commissioning Commanding Officer ACV H -193. During his stint as Commanding Officer H-193, craft in an Anti-Smuggling operation apprehended contraband worth almost 03 Crore Rupees. As Works officer ICGS Mandapam in addition of Commanding Officer ACV H -181, he accomplish various prestigious infrastructure projects at Mandapam which include the only Olympic size swimming pool of Coast Guard, the first of its kind all inclusive of Hangar, Technical and Administrative block of ACV Complex, 250 children CG KG school in addition to initiating the case for acquisition of 30.98 Acres Land in Uchipully, Ramnad District. As Joint Director Infrastructure at Coast Guard Headquarters, officer’s liaison with various wings of MoD could achieve record Government sanction of Land acquisition cases.
He is an alumnus of Naval Higher Command Course (NHCC) & was posted as Commandant Lakshadweep (COMDIS – 12). It was during his time the island took Cyclone ‘Ockhi’ in irons and no life or property from the island were lost at sea. The Ops planning and resource management in his AOR resulted in saving more than 250 lives of mainland fishers in Lakshadweep water. His positive and proactive liaison with all stake holders are testaments of institution of Administrators Meritorious Commendation for Coast Guard Personnel, Parading CG Contingent in RD Parade in UT of Lakshadweep, Leasing of 65X10 m Androth jetty space @ Re 1/- per year for 20 years, resolving of 15 year old ALHW land acquisition case.
He joined as Executive officer, No 4 Coast Guard District (Kerala & Mahe) in 2020 and has been assiduously executing all tasks with innovative and out of the box thinking for the betterment of men and service as a whole. His in-depth knowledge of the works and infra was utilised for betterment of the infrastructure projects. In Past 4 years DHQ – 4 was adjudged as best DHQ in Western Region 2 times and in 2024 as Best Shore unit in entire Coast Guard.
Commandant Sailesh Gupta, a recipient of Director General Coast Guard Commendation, has during the 29 years of service worked diligently and meticulously towards various infrastructure development projects at various places. He is a zealous athlete and keen marathon runner who is passionate for Latin American Dance form.

Maritime and Big Rivers
Rivers create a particular set of problems for border management. Rivers can flow hundreds and thousands of kilometres from the ocean into national territories. Indeed, rivers make up 23 percent of all international borders.
South America has the largest number of international borders made up by rivers—nearly half. Brazil, Colombia, Venezuela, Suriname, Guyana, French, Guiana, Bolivia, Paraguay, and Uruguay. On the Indian subcontinent the rivers Ganga, Brahmaputra and Indus are shared with neighbouring countries, India Nepal, Bhutan, China, Bangladesh and Pakistan.
As an example of the complexity the Danube can be navigated by ocean going vessels from the Black Sea 2,400 km into the very heart of Europe, passing through or making up part of the border of ten of those countries.
So, how do you manage the intersection of rivers, seas and oceans and the multi-national and multi-jurisdictional complexity of this most challenging of border domains.
